Yesterday, Seal Beach, California city council placed a 45 day ban on the sale of electronic cigarettes in Seal Beach so that they can study the health risk and impact of e cigarettes on the public.
There is also word that the city council may extend the ban for another two years but no one has commented on those rumors.
As everyone knows, e cigs have been banned in the state of Washington in all public and governmental buildings and property. This means is that you can technically get fined for smoking ecig at a business if it is consider a public space.
Generally, a public space is just that a public space. If you own our home it is not consider a public space so what you do in it is your business and the government in Washington cannot infer or try to regulate the area.
Where as if you try to use your e cigarette at the University of Washington football game or at a public park then you can get fined for using your e cigarette.
So the question of whether you can get fined for smoking at a business in Spokane, Washington – will depend on whether the business is a private business or not. If it is then you should be able to use your ecig if you want. if it is governmental property then you cannot. I hope that helps.

This does not affect the sale of regular cigarettes which is ironic.
California recently passed SB 648, which bans any vapor / electronic cigarettes. This ban extends the existing traditional smoking ban to electronic cigarettes.
The CASSA is taking action for California residents to call their congressional leaders to reverse their stance. Here are the highlights of SB 648 from their blog:
Ban e-cigarette use in virtually all workplaces in California, including in hospitals. Violations would be punishable by fines of $100, $200, and $500. (Section 12)
Ban e-cigarette use inside or within 20 feet of any public building or in a vehicle owned by the state. (Section 4)
Declares that the use of electronic cigarettes “may be a hazard to the health of the general public,” and would include e-cigarettes in all future smoking bans passed in California. (Section 11)
Ban e-cigarette use in railroads and air carriers. (Section 13)
However, there is backlash from vapors or electronic cigarette uses, deeming this bill has crossed the line. Their main arguments include how e-cigs have changed people’s lives, it does not affect public spaces, and how legistors are misinformed about electronic-based cigarettes, there is a Change.org petition requesting people to take action. American Airlines has banned electronic cigarettes on their flights. They consider ecigs like other tobacco product so they are not allow. American Airlines position on tobacco has always been that they are not allowed to be used in any capacity while on board a flight.
So don’t try to smoke your ecigarette on an American Airline flight.
In February of 2011, the Department of Transportation announced that it plans to issue an official notice that the use of smokeless cigarettes is prohibited, according to Transportation Secretary Ray LaHood.
The basis for this position is that the Department of Transportation interprets smoking regulations to include electronic cigarettes.
Starbucks becomes the biggest establishment to ban ecigarettes. This is somewhat of a bummer since so many people like to drink coffee and smoke at the same time.
Hopefully the other coffee houses do not join suit cause I for one will be going else where so that I can enjoy my ecig.
Bobby Brown has recently been spotted puffing on electronic cigarettes on flights lately and been making news.
This makes you wonder if they made him put it away and if they are clearly banning e cigs on planes even in first class. I could see banning them based on security reasons and the social stigma around cigarette smoke. However I don’t understand why people associate e cigs with regular cigarettes.
There is a visual smoke to electronic cigarettes but it is just water vapor, no smell and no second hand smoke given off. Yet I coud see if many people were doing this how it could annoy or freak out non smoking travelers.
This makes me wonder are they going to make a smokeless electronic cig and would it even sell, would it take away from the smoking experience? And where is E cig smoking regulation headed?

The government of France recently announced that they are banning the public smoking of e cigarettes. This is a somewhat surprising announcing since when you think of France, you think of the Eiffel Tower and smoking and having drinks at the local cafes.
When you think of France, you think of fine wine, amazing food, and smoking. So it was somewhat surprising that the country that espouses enjoying life is the country that would banned the public smoking of ecigs.
The rationale was that too many people were starting to switch to ecigs and that it was encouraging kids to smoke more. They also concluded that ecigarettes also encourage people to smoke more.
In most cases, people were smoking both e cigs and regular cigarettes. They would smoke in doors and inside their office building with e cigs and smoke regular cigarettes outdoors. So all it did was make it easier for people to smoke even more. Well at least that was the rationale of the public ban.
I have no idea what studies they used to support these claims but nevertheless the law has been passed and will go into effect in the near future.
